The Florida Constitution established the Clerk & Comptroller as a public trustee, independently elected to safeguard public funds and public records. Since the Clerk is responsible for Glades County finances and Official Records as well as all court records of the 20th Judicial Circuit, portions of the Clerk’s budget have different revenue sources, different expenditure rules, and different approval authorities.
County Finance
The Clerk of the Circuit Court is constitutionally responsible as the Chief Financial Officer for the Board of County Commissioners. The Finance Department maintains financial records and prepares reports for all moneys received and disbursed for the Board of County Commissioners.
As custodian of county funds, the Clerk ensures the County’s financial assets are safeguarded and that all transactions are recorded properly to permit the preparation of financial statements in accordance with generally accepted accounting principles (GAAP).

County Auditor
The clerk is often asked what their duties are as County Auditor in relation to the Board of County Commissioners and their constituency.
The basic duties of the Clerk, as County Auditor, are to see that sound accounting practices are being followed, that internal controls over the county’s assets are adequate, and that the Board’s budgetary policies are being met. All warrants (checks) drawn on county depositories must be signed by the Chairman of the Board of County Commissioners, attested by the Clerk, and affixed with the county seal.
